Curriculum & Instruction

The Department of Curriculum, Instruction & Technology helps to ensure that the Highland Falls-Fort Montgomery Central School District, in partnership with our families and community, provides all students with a rigorous and culturally responsive learning environment. In addition, we strive to prove the social, emotional, and academic supports each student needs to achieve their goals and the skills they need for life-long learning. As educators we are committed to continuous improvement, whereby we demonstrate a growth mindset and embrace risk-taking and pedagogical innovation.
The team of Pre-K - 12 curriculum and program coordinators, in collaboration with principals, instructional coaches, and educators, lead the district's curriculum development in alignment with the New York State Learning Next Generation Learning Standards. We promote collaboration among educators within and across schools, levels, and content areas to design, implement, and support learning experiences that make authentic connections across disciplines, are meaningful and relevant to our students, our community, and our world, and lead to growth in student understanding.

About our Asst. Superintendent
Dr. Crystal Waterman is an accomplished educator, equity advocate, and dynamic leader with over 30 years of experience in public education. Her career has been anchored in a steadfast commitment to academic excellence, whole-child development, and building systems that empower both students and educators.
She holds a Bachelor of Science degree in Elementary Education from the State University of New York at New Paltz, where she was also a student leader and co-founder of a campus ministry that continues to impact lives today. She earned three Master’s Degrees in Education from Long Island University in Literacy, Early Childhood Education, and Educational Leadership, and later completed her Doctorate in Education from Fordham University in 2017, with a focus on Urban Education and Social Justice.
Dr. Waterman has served in a wide range of instructional and administrative roles. As Principal of Edward Williams School in the Mount Vernon City School District, she led a transformational school improvement effort—doubling proficiency rates in reading and math, strengthening school culture, and implementing data-driven systems that supported both student achievement and staff development. She also served as President of the Administrators Group, leading advocacy and professional learning efforts for school leaders districtwide.
She is the Founder and CEO of Crystal Clear Professional Solutions, LLC, an educational consulting firm dedicated to developing effective school leaders and promoting continuous improvement in schools and districts. Dr. Waterman is also a proud member of Sigma Gamma Rho Sorority, Inc., where she actively supports programs centered on educational equity, women’s wellness, and community outreach.
In August 2025, Dr. Waterman was appointed Assistant Superintendent for Curriculum, Instruction, and Technology for the Highland Falls–Fort Montgomery Central School District. In this role, she is committed to cultivating rigorous, engaging, and inclusive learning experiences for every student. She looks forward to partnering with staff, families, and the broader community to build on the district’s legacy of excellence—ensuring that every learner is challenged, supported, and inspired to thrive in a rapidly changing world.
